Abstract: Existing literature has largely overlooked how small businesses adapt during crises. This study addresses this gap by examining the impact of the early COVID-19 pandemic on the entrepreneurial expectations and innovation activities of over 27,000 small business owners across 43 countries. Specifically, a matter of interest is the influence of mild and severe income decreases on entrepreneurial endeavors and innovation. Statistical analysis reveals that family & purpose-driven entrepreneurs experienced a more significant decline in innovative activities following an income shock compared to wealth & purpose-driven entrepreneurs. Further analysis, utilizing a larger sample of entrepreneurs surveyed in 2019 and 2020, demonstrates a 1.6% decrease in product innovation in 2020 compared to the previous year. Concurrently, the rate of potential entrepreneurs increased by 1.5%, while the rate of nascent entrepreneurs declined by 2.3% in 2020.
